Minister Fuchs participated in the informal meeting of ministers responsible for research

On 31 March, Prof. Radovan Fuchs, PhD, minister of science, education and youth, participated in the informal online meeting of ministers responsible for research, organised by the Cypriot Presidency.

The meeting included a policy discussion titled “From Research Excellence to Global Scale: Unlocking Europe’s Innovation Potential.”

Minister Fuchs highlighted that start-up and scale-up companies in Europe continue to face obstacles in bringing research results to the market, particularly with regard to access to capital and talent. He emphasised the importance of strengthening innovation ecosystems and reducing market fragmentation. He also supported the introduction of a so-called “28th regime” as a tool to foster the growth of innovative companies and attract talent, while underlining the need to ensure a simple and flexible regulatory framework.
Addressing the gap between research results and their market uptake, the Minister stressed the need to strengthen public-private partnerships and increase investment in the early stages of commercialisation, as well as to improve the alignment between the Horizon Europe programme and the European Competitiveness Fund. 

He also presented national measures implemented under the National Recovery and Resilience Plan aimed at strengthening cooperation between the academic and business sectors, including the development of the start-up ecosystem within the Nuqleus Innovation Centre. In addition, he highlighted activities focused on enhancing technology transfer through the National Guidelines for Technology and Knowledge Transfer and the establishment of a Register of Technology Transfer Offices.

Speaking on attracting talent and investment, Minister Fuchs emphasised the need to provide more competitive financial incentives, strengthen institutional support, and promote international cooperation. He underlined the key role of Horizon Europe in shaping common research and innovation objectives.

In conclusion, Minister Fuchs stressed the importance of coordinated action by EU Member States and the European Union to position Europe as a globally attractive destination for innovation.
