Minister Fuchs participated in the EYCS Council meeting in Bruxelles

Minister Radovan Fuchs, PhD, participated in the meeting of the Education, Youth, Culture and Sport (EYCS) Council, held in Brussels on 11 May 2026.

Ministers responsible for youth approved two resolutions: the Resolution on the revision of the EU Youth Strategy Work Plan and the Resolution on the outcomes of the 11th cycle of the EU Youth Dialogue. Furthermore, in the format of education ministers, the ministers agreed on a partial general approach on the Proposal for a Regulation establishing the Erasmus+ programme for the period 2028-2034. The new programme aims to strengthen high-quality lifelong learning, skills development, social inclusion, democratic participation and solidarity, while simultaneously supporting the development of the European Education Area.

The ministers also approved the Council Conclusions on teachers and trainers in the age of artificial intelligence. The Council Conclusions emphasise the key role of teachers in introducing artificial intelligence into education, as well as the need for a balanced, ethical, and human-centred approach. 

During the meeting, ministers exchanged views on ensuring youth-friendly EU and national policies. Minister Fuchs stressed the importance of involving young people in decision-making processes and particularly highlighted the need to include a broad and diverse range of young people, especially those with fewer opportunities. He also presented examples of good practice related to the implementation of the Youth Councils Act and the adoption of the Decision on the establishment of the Council for Youth Development Policy.

The ministers also held a discussion on policies related to basic skills and the European Education Area. Minister Fuchs emphasised the importance of this topic and noted that education systems should be more flexible and focused on learning outcomes, with stronger integration of general, vocational and adult education into a unified lifelong learning system. The Minister highlighted the importance of strengthening the relevance of education through modular approaches, micro-credentials, and the recognition of prior learning in order to enable rapid adaptation to changes in the labour market.

During the ministerial lunch, a debate was held on the topic of building resilient education and training systems in times of crisis.

Under the AOB item, Minister Fuchs presented the Croatian BrAIn project as a foundation for a new approach to education in the age of artificial intelligence. “As Croatia is among the first EU Member States systematically developing a curriculum for the use of artificial intelligence in education, we stand ready to share our experience and contribute to a coordinated European approach. Our guiding principle is clear: AI in education must be safe, sovereign, inclusive and student-centred,” Minister Fuchs stated.

On the margins of the Council, Minister Fuchs met with the Italian Minister of Education and Merit, Giuseppe Valditara, who shared an invitation to the upcoming Mediterranean Tech Skills Forum, while the ministers also exchanged views on reform in vocational education and training.
