State scholarships
SCHOLARSHIPS IN THE HIGHER EDUCATION SYSTEM
The Ministry of Science and Education awards three types of state scholarships for full-time students of higher education institutions in the Republic of Croatia: state scholarships for students in STEM area, state scholarships for students of low socio-economic status, and scholarships for special groups of students.Pursuant to the Ordinance on the conditions and procedures for achieving the right of full-time students to state scholarships in STEM area (Narodne novine No. 78/2018), the right to a state scholarship in STEM area is granted to full-time students who are Croatian citizens or EU citizens, with a registered address in the Republic of Croatia, who have an approved non-national status with a permanent residence in the Republic of Croatia, and persons pursuant to the Act on International and Temporary Protection who are enrolled in higher education institutions in the Republic of Croatia in an undergraduate university study programme, integrated undergraduate and graduate university study programme, and undergraduate specialist study programme in STEM area.
No public call for the award of state scholarships in STEM subjects is carried out and students do not have to submit documentation; rather, the Ministry collects information from higher education institutions and the National Centre for External Evaluation of Education and shall contact students via e-mail as registered in the AAI@EduHr system.
Before scholarships are granted, students shall have time to check the data on website https://stemstipendije.mzo.hr/.
The project ‘Granting scholarships to students in priority areas (STEM)’ is funded by ESF Operational Programme Efficient Human Resources 2014 -2020 project. A total of 3 400 scholarships are awarded annually.
The amount of the scholarship is HRK 1 200.00 and it is paid monthly for nine months.
Pursuant to the Ordinance on the conditions and procedures for achieving the right to state scholarship based on socio-economic status (Narodne novine No. 83/2018), every academic year there is a public call for awarding state scholarships for students of low socio-economic status.
The right to a state scholarship is granted to full-time students who are Croatian citizens or EU citizens with a registered address in the Republic of Croatia, who have an approved non-national status with a permanent residence in the Republic of Croatia, and persons pursuant to the Act on International and Temporary Protection who are enrolled in higher education institutions in the Republic of Croatia:
a) in an undergraduate university study programme, graduate university study programme, integrated undergraduate and graduate university study programme, a short-cycle professional study programme, an undergraduate professional study programme or a specialist professional study programme and
b) students with disabilities and students without adequate parental care enrolled in postgraduate university study programmes.
Students may apply for a state scholarship in the following categories:
- D-1 – students who are children of the killed, deceased and missing, under Articles 6, 7 and 8 of the Act on the Protection of Disabled Civil and Military War Victims, and children of peacetime disabled military and civil war victims whose disability occurred under the circumstances specified in Articles 6, 7 and 8 thereof, peacetime disabled military and civil war victims whose disability occurred under the circumstances specified in Articles 6, 7 and 8 thereof (average monthly income per household member may not exceed 60 % of the minimum budgetary basis, determined annually, based on a special regulation);
- E – students of low socio-economic status (average monthly income per household member may not exceed 65 % of the minimum budgetary basis, determined annually, according to the regulation);
- P – students with disabilities and students under guardianship or students who were under guardianship as children or who have been granted a right to social housing or were granted a right to social housing as children under social security regulations, who are enrolled in postgraduate university studies.
The call for a relevant academic year is published by 15 October; students may apply by completing the online form on the following website https://drzavnestipendije.mzo.hr/.
The funds for the call are provided in the state budget and the European Social Fund (ESF) under the operational programme Efficient Human Resources 2014 -2020, i.e. Project ‘Awarding scholarships to students of low socio-economic status’.
The amount of the scholarship is HRK 1 200.00 and it is paid monthly for nine months.
Pursuant to the Ordinance on the conditions and procedures for achieving the right to state scholarship for special groups of students (Narodne novine No. 74/2019), a public call for the award of state scholarships for special groups of students is carried out.
Pursuant to this Ordinance, the right to state scholarships is granted to full-time students who are Croatian citizens or EU citizens with a registered address in the Republic of Croatia and full-time students under international and temporary protection Act on International and Temporary Protection who are enrolled in higher education institutions in the Republic of Croatia in undergraduate university study programmes, graduate university study programmes, integrated undergraduate and graduate university study programmes, short-cycle professional study programmes, undergraduate professional study programmes and specialist graduate professional study programmes under the requirements stipulated in the Ordinance.
Students may apply for a state scholarship in the following categories of scholarships:
Category 1 - full-time students of study programmes for occupations with shortages with special emphasis on teaching study programmes with shortages
Category 2 - full-time students with disabilities
Category 3 - full-time students categorised as athletes with valid categorisation
Category 4 - full-time students who had a right to social housing or organised housing as children
Category 5 - full-time students of music or art academies in the Republic of Croatia – talented young artists
Category 6 - full-time students who have lost both parents
Category 7 - full-time students who are parents.
The call for an academic year is published by 15 October by the Minister; students may apply by completing the online form on the website of the Ministry of Science and Education.
Funds for the call are provided in the state budget.
The amount of the scholarship is HRK 1 200.00 per month. It is paid monthly for nine months, between October and June.
