Minister Fuchs participated in EYCS Council meeting in Bruxelles
Minister Radovan Fuchs, PhD, participated in the meeting of the Education, Youth, Culture and Sport (EYCS) Council which took place in Brussels on 27 November 2025.
During the policy debate the ministers exchanged views on strengthening resilience among young people through the next Erasmus+ programme. Minister Fuchs pointed out that in many ways Erasmus+ contributes to creating and strengthening their resilience, primarily through building and strengthening their personal and social resilience, as well as promoting dialogue and learning through experience. Therefore, it is extremely important to nurture and strengthen the continuation of the implementation of the EU Youth Dialogue, as it gives them a real opportunity to influence policies that affect their lives.At the meeting of education ministers, the ministers took note of the progress report on the Proposal for a Regulation establishing the Erasmus+ programme for the period 2028-2034. The new programme aims to strengthen high-quality lifelong learning, skills development, social inclusion, democratic participation, and solidarity, while simultaneously supporting the development of the European Education Area.
In addition, the ministers were presented with the state of play regarding the Council Resolution on the second cycle of the Strategic Framework for European Cooperation in Education and Training towards the European Education Area (2026-2030). It’s main goal is to further enhance European cooperation and enable the full realization of the European Education Area by 2030.
Within the policy debate, views were exchanged about the role of vocational education and training in competitiveness and resilience. Minister Fuchs emphasized the importance of the discussion topic for Croatia and noted that in recent years Croatia has been systematically working to make education a driver of development, and vocational education an equal, desirable, and forward-looking option for all students, including high-achievers. It was highlighted that Croatia has just completed a comprehensive reform of vocational education and introduced new, modernized vocational programs based on learning outcomes and modules, while also making work-based learning supported by employers compulsory. He also stressed the importance of investing in teachers, which remains the most important prerequisite for success, as well as the importance of European cooperation.
During the ministerial lunch, a debate was held on the topic of Mobility in initial and higher vocational education and training.
