Minister Fuchs participated in the meeting of the Education, Youth, Culture and Sport Council (EYCS)

Prof. dr. sc. Radovan Fuchs, minister of science and education, participated in the  meeting of the Education, Youth, Culture and Sport Council (EYCS) which took place on Monday, 29 November, in Brussels.

At the meeting the ministers adopted the Council Recommendation on blended learning for high quality and inclusive primary and secondary education. The document aims to determine the definition of blended learning and thus contribute to common understanding of blended learning approaches at the EU level that are effective and inclusive, as well as to develop long-term strategic approaches to blended learning by relying on innovative approaches to teaching and learning that have proved successful throughout the COVID-19 pandemic. 

The education ministers also adopted the Council Resolution on a new European agenda for adult learning 2021-2030, the purpose of which is to increase and improve the provision of services, promotion and using the possibility of all forms of learning in the period up to 2030. Adult education should be related to all types and levels of education, including higher education, through flexible formal, non-formal and informal learning pathways. 

Additionally, the ministers adopted the Council Resolution on the governance structure of the strategic framework for European cooperation in education and training towards the European Education Area and beyond (2021-2030), which aims to enable the guidance and its principles for the governance structure of the strategic framework, with special focus on the involved stakeholders, their role and the organization framework for implementing activities within the strategic framework.

Within the policy debate, the ministers exchanged their views on the topic of digital education and skills, thus contributing to the structured dialogue. Minister Fuchs highlighted best practice examples in Croatia such as the e-Schools programme, the importance of strategic guidance for the digital transformation of schools as well as the importance of co-operation between schools and leading companies in the innovation sector. The minister also emphasized the use of the European structural funds with the aim of linking policies. 

Finally, the EU education ministers and the European Commission adopted a Joint statement of education ministers on the situation in Afghanistan concerning the rights of women to education.
