State Secretary Ivanković participated in EYCS Council meeting in Bruxelles

State Secretary Iva Ivanković, PhD, participated in the meeting of the Education, Youth, Culture and Sport (EYCS) Council which took place in Brussels on 25 November 2024.

At the meeting of youth ministers, the Conclusions on providing glocal opportunities for young people living in rural and remote areas were adopted, in which the need to recognise and develop an equitable and equal approach to infrastructure, information and services for youth living in rural and remote areas was emphasised. The word ‘glocal’ refers to addressing global challenges by means of local strategies. 

In addition, the Resolution on the outcomes of the 10th cycle of the EU Youth Dialogue as well as the Resolution on the EU Youth Strategy Work Plan 2025-2027 were adopted. 

During the policy debate the ministers exchanged views on shifting demographic trends that shape the possibilities for youth living in rural areas. State Secretary Ivanković pointed out the importance of clearly defining the challenges met by young people from rural and remote areas on a daily basis as well as designing measures aimed at strengthening a proactive youth dialogue, fostering social participation of youth and creating an encouraging social environment for their development.
 
At the meeting of education ministers, the Council conclusions on strategic partnerships in education and training were adopted. The document points out that strategic partnerships in education and training play a major role in mapping and tackling skills gaps, calling for member states to promote strategic partnerships at transnational, national, regional and local levels. 

In addition, the ministers adopted the Council Recommendation on attractive and sustainable careers in higher education which focuses on enhancing the working conditions for academic staff as well as encouraging and recognising all activities in which the academic staff participates for the purpose of career promotion. 

Within the policy debate, views were exchanged about enhancing skills that are resilient to future changes and competitiveness in higher education. State Secretary Ivanković highlighted the importance of joint degrees that bring together excellent teachers and researchers from a number of EU member states and which are delivered in the key areas for European competitiveness. State Secretary also pointed out that European higher education institutions have significant potential for strengthening EU competitiveness at global level due to a long tradition of higher education as well as the autonomy of universities which has enabled proactivity and openness to dynamic changes on the labour market. 

During the ministerial lunch, a debate was held on the topic of using mobile phones in schools.
