Meeting of the Council of the European Space Agency (ESA) at Ministerial Level
Ministers responsible for space activities in ESA Member States, Associate Members and ESA’s European Cooperating States met to discuss strengthening Europe’s future through the development of the space sector at the ESA Council Meeting at Ministerial Level (CM25), held on 26 and 27 November 2025 in Bremen, Germany.
The Croatian delegation was composed of the State Secretary Iva Ivanković and Hrvoje Meštrić, Acting Director General of the Directorate for Science and Technology. The meeting focused on ESA’s activities for the next three years, marking an important phase in the implementation of the ESA Strategy 2040. The ESA's Strategy 2040 proposal is structured around five strategic goals:
- Protect Our Planet and Climate
- Explore and Discover
- Strengthen European Autonomy and Resilience
- Boost European Growth and Competitiveness
- Inspire Europe.
The strategic goals proposed by ESA are largely aligned with Croatia’s national priorities, as defined in key strategic documents, including the National Development Strategy of the Republic of Croatia until 2030. The Republic of Croatia also plans to publish its first National Space Strategy next year, with goals closely aligned with the ESA Strategy 2040.
Although the Republic of Croatia has recently joined ESA as European Cooperating State, it has significant potential, as demonstrated by more than 60 active national projects in various space-related domains.
State Secretary Ivanković highlighted the importance of the space sector and space technologies, emphasising the need to strengthen innovative companies, scientific excellence, and cooperation between academia and industry. She also underlined the importance of the EU Space Programme components, such as Galileo and Copernicus.
Furthermore, she stressed the relevance of the IRIS² programme in the context of sustainability, resilience and the enhancement of the EU competitiveness, as well as the importance of deepening cooperation with ESA.
In addition, 2025 marks the 50th anniversary of ESA, celebrating half a century of excellence in space. Since its creation, ESA has been a showcase of what Europe can achieve when its nations unite to tackle complex challenges through technical ingenuity, science, and the power of bold ideas.
